The study aims to link performance to engagement.
The Department for Business, Enterprise and Regulatory Reform has put engagement expert David MacLeod and Nita Clarke, director of the Involvement and Participation Association, in charge of the review.
Business secretary John Hutton said: "The most successful companies recognise their employees are their most valuable asset. Employee engagement is not just a buzzword - it has a clear link to increased business success."
