A steady sector by the norms of this year, with three of 2008's top five back again - including winner Balfour Beatty. Balfour has done well out of the boom in public infrastructure outlay on both sides of the Atlantic, as has second-placed Kier Group. But their strong showing has been marred by the findings of an OFT investigation into cartel activity, with BB fined £5.2m and Kier £17.9m. Morgan Sindall also collected a penalty. Ground engineering specialist Keller is expanding in Asia, having bought Singaporean firm Resource Holdings for £30m. Costain's first-half revenues were up £54m to £476m. But as public spending slows, 2010 could be tricky for this industry.
